01Local knowledge
Houses in Laguna Woods
The houses
Laguna Woods Village is made up of manors, cooperative and condominium homes set among shared gardens and greenbelts. Each belongs to a Mutual, United Laguna Woods Mutual or Third Laguna Hills Mutual, and each Mutual sets its own alteration standards. Window and door replacement here is about comfort and quiet within a set of rules that keeps the community consistent.
The conditions
Laguna Woods is inland and warmer than the coast, with strong afternoon sun on west-facing manors. The coating on the glass does most of the work for comfort. Homes near the busier roads are quieter with laminated glass.
02Permits and approvals
Handled for you
In Laguna Woods Village, the Mutual’s consent comes first. The city will not issue a window or door permit without an approved Mutual Consent, and the consent number goes on the city application.
01
The owner applies for Mutual Consent through the Village’s Manor Alterations office. We can act as the authorized agent.
02
In United Mutual, even a like-for-like window replacement needs a full Mutual Consent; windows and doors are not on its like-for-equivalent list.
03
United Mutual’s window standard calls for white vinyl frames that match the existing, with no bars, grilles or exterior storm windows.
04
City permits are issued in person at City Hall, and building inspections are scheduled online.
05
The Village inspects alterations in addition to the city, and alteration work runs 9 a.m. to 5 p.m., Monday to Friday.

Questions
Laguna Woods, asked
Anything else is best answered in person, at the house.
Do I need Mutual Consent to replace my windows?
Yes. The city will not issue the permit without an approved Mutual Consent, and in United Mutual that applies even to like-for-like windows.
How do I know which Mutual I belong to?
Your manor is in either United Laguna Woods Mutual or Third Laguna Hills Mutual, and each has its own forms and standards. We confirm which before preparing anything.
Can I choose a frame color?
In United Mutual, replacement window frames must be white vinyl and match the existing. Third Mutual has its own standard, which we check for your manor.
When can the work be done?
The Village allows alteration work from 9 a.m. to 5 p.m., Monday to Friday, with no weekend work.
